No law enforcement agency shall have access or have access to any part of this system or database except as otherwise specifically authorized by the New Hampshire Criminal Justice Information Authority. The Authority shall designate an officer to be responsible for the system's maintenance. Each officer shall keep a complete record of such system's information for three years from the period of creation.
